This is a classic British military garment, the Gurkha shorts.
While many Gurkha shorts from that era have a narrow waist, it's rare to find ones with a larger waist. The belt is designed to be adjustable so that soldiers could easily tighten it as their waist size decreased during battles.
Due to this historical context, larger sizes are hard to come by, but this one is definitely a large size. It should fit most people comfortably.
It's also a 1946 model, making it a very old piece.
